释义	加勒比海盆地方案 jiā lè bǐ hǎi pén dì fāng àn为美国雷根总统鉴于加勒比海盆地区域的国家，人民生活过于贫穷，共党势力滋长成为美国隐忧，为消弭当地的贫穷所制定的方案。方案中规定：加勒比海盆地的廿七个国家，所生产的电动马达、运动器材、女用皮包、拖鞋、食品，甚至于电脑等，都可以不负担任何关税销到美国，有些产品更可以不受美国进口配额限制，无异将加勒比海各国的产品视同美国本国产品。借此方案可来促进各国至该区的投资设厂，达到繁荣该区经济的目的。
