释义	工關 gōng guān明清专收客商贩运竹、木捐税的税关，由工部管辖。竹、木征税，自唐德宗时开始。明初设抽分竹木局，征竹、木、柴、炭等税。成化七年1471年设芜湖、荆州、杭州三局，由工部派员管理，税收供该部营缮费用，是为工关的权舆。清初沿明制，至鸦片战争后，改称常关。一种清代税制。是针对竹木所课的税。设专关，兼榷船货，由工部掌理，称为「工关」，后统改为常关。工关
