孙中山所主张的限制私人资本于一定范围以内的方针。民生主义的纲领之一。要旨是:凡本国人及外国人之企业﹐或有独占的性质﹐或规模过大为私人之力所不能办者﹐由国家经营管理之﹐以使私有资本制度不能操纵国民生计。国父孙中山先生所倡民生主义实施方法之一。凡有独占性质或大规模的企业，如银行、铁路等，由国家经营管理，一方面发展国家资本以求富，一方面节制私人资本以求均。
